The main value of the functionality of devices in boxed software products accounts for only 20%. This means that client companies are severely limited in integrating IT solutions with other systems. This is the conclusion reached by experts from the Center for National Technology Initiative (CNTI) "Technologies for Electric Power Transportation and Distributed Intelligent Energy Systems" at the National Research University MPEI during their research.
The lack of integration significantly limits the possibilities for developing functionality, for example, for switching from imported to domestic software, the Center’s director, Alexander Voloshin, told RSpectr.
The problem of software duplication was confirmed to RSpectr by Artem Sheikin, member of the Federation Council Committee on Constitutional Legislation and State Building, Deputy content writing service Chairman of the Council for the Development of the Digital Economy. "Representatives of IT vendors tell us at joint meetings that during or after the development of their software product, they learn about a similar IT solution from other companies. If they had known in advance, they would not have developed it," he said.

"For some classes of systems, there are dozens of (duplicate. - Ed.) IT solutions on the market today. And such a number of redundant products exacerbates the shortage of IT specialists who are engaged in identical developments," Yevgeny Charkin, Deputy General Director of Russian Railways, named another problem during a round table in the Federation Council on the topic of compatibility of Russian software solutions.
Duplication of functionality across different classes begins with documentation, says Mikhail Bocharov, head of the committee for information modeling of urban development activities of the ARPP "Domestic Software", deputy general director for science at "SiSoft Development".
For example, "Project Management Tools" from the "Application Software" section and similar classes in the "Industrial Software" section in the software classifier from the Ministry of Digital Development. "What is this if not an illustration of an accumulated quantity that has not yet become a quality," the expert complains.
